ctx Coreutils Design

ctx is specified in spec/ctx-coreutils.md.

ctx is CortexFS coreutils: a thin Unix client for /ctx. It is not an AI chat product, daemon, runtime, provider SDK, registry, workflow runner, or private chat database.
